Nelson County School Board approves meeting schedule for 2018

Board members had a heavy discussion Thursday afternoon before approving the Nelson County Schools Board of Education meeting schedule for 2018.

The approved schedule sees meetings kick off with a working session Jan. 4 and conclude with a decision session Dec. 6. All meetings are open to the public and are currently planned for 5 p.m. at the Central Office with the exception of the Dec. 6 meeting, which is scheduled for 2 p.m. Half the year has both a working and decision meeting scheduled, while only decision meetings are scheduled for February, March, April, July, October and December. The board can still call special meetings with notice as needed.

Interim Superintendent Tom Brown said the working sessions are scheduled for months where the board usually has more items to discuss or consider, such as at the beginning of the school year and when the board looks a budget preparations and policy changes.

Discussion Thursday centered on the number of meetings the board needed to have scheduled. Board member Damon Jackey expressed reservations about transparency in meetings, and questioned adding more working sessions for the opportunity of public discussion prior to decisions. Jackey said the board could always choose to cancel a working session if it was determined to be unneeded, rather than have to go in and add special-called meetings not previously scheduled.

“I just want to make sure that we have the opportunity where we don’t have to add lots of meetings,” he said.

Brown said the board would still likely have several special-called meetings around March as the superintendent search process commences.

Board member Rebekah McGuire-Dye suggested that if the board had meetings scheduled and then canceled them, it could come across as if the board was “hiding something.”

But Jackey said the reverse could also be true, where it would appear the board had already made a decision without having proper discussion. “That’s just me. That’s a personal perspective of it,” he said, adding that the district needs to avoid the public scrutiny going forward that it has experienced recently.

Board member Diane Berry agreed with Jackey on the transparency aspect.

“As much transparency as we can have, I want it to be done,” she said. “I just want people to know that we are doing everything we can to keep everybody involved.”

It was later pointed out that the Bardstown Independent School District does not have working sessions, and while that district still holds discussions, Nelson County’s working sessions provide opportunity for more in-depth discussion. It was also said that the board meetings are not well attended by community members, though some residents have previously argued that it is hard for those who are working to attend the 5 p.m. meetings.

The schedule as written was approved Thursday with Damon Jackey in opposition.

• Held a second reading of the 2017-18 Comprehensive District Improvement Plan

• Received a briefing on the district’s energy program and upcoming projects

• Approved requests for non-resident pupil contracts in order to receive state transportation and attendance funding. Contracts were approved for the counties of Anderson, Barren, Boyle, Bullitt, Fayette, Hardin, Hart, Jefferson, Larue, Marion, Spencer, Taylor, Washington and Franklin and Eminence and Elizabethtown Independents

• Heard medical updates related to the possibility of Nelson County Schools contracting with the Lincoln Trail District Health Department to implement a school health model and to implement drug testing with The Way to Recovery

• Received presentations from the Nelson County Early Learning Center and The Academy, as well as an associate’s degree and diploma track presentation for high school students. All are available to view online

• Approved a request to apply for a WHAS Crusade for Children grant for 2018-2019 as well as approved a Kentucky Society for Technology in Education grant for a series of camps for kids
